I understand the point of view from the UrbanCode architecture. If you feel that it doesn't suite the UrbanCode Deploy software, then this can be closed. The only reason to re-consider would be that other tools do provide it, both pre & post validations (Azure Devops, ...).
We don't use all the tools in the UrbanCode family, so unfortunately that's not an option in our case.
This kind of post deployment approval is in my opinion not possible for UCD. The reason is that the deployment process has been run (successfull or not) so the "transaction" has finished for UCD.
It would be better to have it managed by IBM UrbanCode Velocity with its agile release management and release+deployment plan feature. There you could add a approval step after the deployment step for the given deployment plan.
