Allow External Approval processes to gather deployment instance information, including component and version info and properties

This would be beneficial for our CI/CD approval process automation because our goal is to approve/deny production releases on an automated basis by utilizing UCD Component version properties to query information in RTC related to a work item status. UCD Component versions selected for deployment during scheduling have version properties (such as RTC Project Area & Work Item numbers) that help us trace UCD deployments to our Source Code Repository and Work Management system (RTC) These component version properties are populated by a Jenkins process which uses the UCD plugins during the build process to create the component version and properties. We are wanting to be able to use the UCD RTC Plugin steps in an External Approval Process to query RTC for work item status/properties based on the property values in the UCD component version selected for deployment. For example Component Version 123 has a property called WorkItems that contains a value of 987654 which is an RTC work item number. If Work item 987654 status = Production Ready, External Approval Process succeeds and deployment executes. If it doesn't succeed, the deployment is aborted. Current limitation of the external approval process is that it collects no information from the application process request that kicked it off, meaning it can't pull the version or any of its properties that are being deployed. Even if we just got the component name and version it would be extremely beneficial because we could use a REST query to gather the property values. This is severely hampering our efforts to implement controls into our CI/CD automation to the Production Environment. In short, we would like the External Approval Process to be able to pull even basic information about the deployment request that called it, in order to act on and query the items being deployed as part of the approval.
