Modernize / Update the ClearQuest User Admin Tool window and offer a web version.  Its functionality feels like old Win NT style app with old limitations.  It is clunky and frustrating to use.  From a marketing perspective, it appears to be old, stale and enforces perceptions that CQ is not being maintained or is viable.  Consider updating the CQ Maintenance Tool window too.

Issues with the CQ User Admin Tool include:

- The window cannot be resized.  I would like to resize it so I can have a larger user list and more room to view the column content.

- Consider a list view of login/names, and the user details edit window to the side.  Selecting a name displayed the details and you can edit without leaving the list.  Similar to the CQ Maint Tool?

- Fields are not long or big enough to display content in the user list. Not enough room to resize the columns to display all information.  

- The user list does not retain its format or position after a user record is updated.  We have hundreds of users in the list.  After scrolling down to a user, select the record to edit, and saving, the use list resets to the top and I must scroll back down in the long list. If I had resized the columns, they are reset to the previously sizing and I must resize them again.  Every time I save.  A minor annoyance if I am only performing a few updates, but more annoying if I am scrubbing the entire user list.

- Offer a web version.  If performing CQ user maintenance remotely the full client is very slow and frustrating.  Do not only offer a web version, because some sites cannot implement CQ web.
