Automatically update CQ OSLC provider with schema revision

The ClearQuest OSLC provider within the CQ CM server (cqwebprofile) is used by ClearCase CMI integration to query about schema information.

Currently the cqwebprofile needs to be restarted in order to reflect the change after a user DB upgrade into the OSLC provider.

Such restart creates a downtime for cqweb users.

    As this moves more to an "as a service" offering, needing to restart the cqweb profile to pick up db changes is archaic.
