Support WebSphere Automation install on an OpenShift FIPS Enabled Cluster

HCSC and many other customers that work with the government or other entities that work with the government are required to follow FEDRAMP standard.  FIPS is a key part of FEDRAMP standard.  When an OpenShift Cluster is created, these customers are configuring it to be FIPS enabled.  It is not possible to FIPS enabled an OpenShift Cluster once it is created (and vice versa).  This request is to support WebSphere Automation being installed on a FIPS enabled Cluster.
