Our understanding you an specific blackout for a given application process (and application).
We do have REST APIs for the calendar resource that allow you to programmatically create blackout windows. See this link for more details: https://www.ibm.com/docs/en/devops-deploy/8.1.1?topic=server-calendar-resource

Thanks for your response. We have tried this solution in UCD but seems like this wont solve the purpose as per our requirement.
Thank you for submitting this Idea. IBM DevOps Deploy (or UrbanCode Deploy) has a built in mechanism called 'black out windows' that you can setup for an environment. To see this, follow these steps:
Go to Applications tab in the web console for DevOps Deploy
Click on your environment where you want to restrict the deployments (e.g. PROD)
Click on the Calendar sub-tab
Click on the 'Add Blackout' button
This. will allow you to create a blackout. Provide a name for the blackout window.
Select a start date and start time
Select a end date and end time
Click Save
