RSA-RTE: Enable Promote/Demote to superclass for structure diagram elements

In Rose-RT elements from the structure diagrams could be promoted to a superclass (ports, capsule parts etc.). This functionality is not present in RSA-RTE. It was deprecated because it was too buggy.
