RSA-RTE: Show Constructor initializer code in the Code view

See related PMR. Constructor initializer code is not shown in code view. The fact that it is sometimes shown is a coincendence acc. to IBM Service.
What we want is that the engineer can always edit the constructor intializer code from the code view.

    The Code View should always show the Constructor Initializer code snippet for a constructor operation. Actually, it also shows it for regular operations but it only has an impact for constructor operations. If you can reproduce a situation in 9.1.2 CP1 where it is not shown for an operation, please submit a defect. I'm closing this Enhancement since this is a feature that already exists and should work.
