Switch Step don't work when NON-Secure Property value is the same like any Secure-Property value

Select only ONLINE agents in agent pools

OFFLINE agents are automatically excluded from selection in agent pools. This provides an important high availability function for pools. Agents in ERROR mode, however are not excluded, which can lead to deployment failure.
