Agent service is not able to auto-restart and require reinstall service after upgrade

After upgraded the UCD server and relay from 6.2.5.0 to 7.1.0.2, login UCD webUI to upgrade agents.

However, the agent service failed to restart after upgrade, and actually the agent service require reinstall.

It is not practical to manually reinstall all agent services in an environment that has more than 5000 agents while UCD is providing an upgrade feature from webUI.

The upgrade feature should handle all required upgrade procedure including service reconfiguration and auto-restart agent service after agent upgrade.
