the archiving functionality just works with a file location. Adding S3 to support it would mean a lot more changes than just simple REST call.
Till we have a better solution, you can use the workaround as mentioned above.
I will work on a kind of documentation (article/whitepaper) which will describe the steps needed.

My concern is will IBM support this officially? I am not looking for a workaround but a solution that is supported officially by IBM. I am trying to understand why supporting S3 feature is difficult for Archive which only holds .zip files when it's now supported for mission critical codestation containing different kinds of files. Please provide more details.

As part of the review process, we strive to be transparent about our intentions with each enhancement suggestion. The offering team has carefully reviewed this idea and has decided that it does not fit into our current plans, so the idea will be closed. The idea will be kept in IBM's ideas repository and may still be voted on. It might be reassessed or reopened for additional feedback in the future. We have found a workaround to use mounting S3 bucket into a directory and to use this directory as target for UCD archive settings. It should be also possible to automatically create a new bucket every x time (daily, weekly, monthly, your choice) and switch from old bucket to new one.
To restore just remount the needed bucket and restore from it then switch back to actual bucket.
rclone is a well known tool to achieve thise

Same is possible without mounting just using your prefered archiving/backup tool to move away older versions of your archives and if needed you can restore it back to its given location.
