zOS Agent - Support for special characters in PDS member names

Currently the zOS Deploy Agent does not support all PDS member names (see https://www.ibm.com/docs/en/elm/6.0.3?topic=definitions-zos-data-set-naming-rules). We currently have Endevor backout members that do not meet these standard and so cannot be deployed.

    Endevor backout members contain "funny" characters, when an element is backed out in Endevor the original member in the PDS is renamed with an "encrypted" name.

    non-standard characters, some of them probably don't even exist on the codepage, they're just random hex values

    but UCD doesn't like them, so we can't move or copy or delete them using UCD
