Container-Image for Rational License Key Server

Provide a Container-Image for the Rational License Key Server to run in Kubernetes/OpenShift.
The licensing files contains the MAC address from the server(s) where the RLKS runs. Until now it is not possible to specify a static MAC address for a POD in Kubernets/OpenShift, so maybe the licensing method has to be changed.

    The feature that is described in this request is a candidate for a future release. The RLKS team expects to deliver OpenShift support in 2021.
