Add support for Personal Access Tokens to authenticate with the OSLC REST API

It is very common for applications with REST APIs to support Personal Access Tokens (PATs). They act as a secure, user-level alternative to standard passwords for authenticating scripts, CLI tools, and integrations. PATs allow users to connect external applications or automation tools to their accounts without dealing with complex OAuth flows. Instead of changing your master account password, which can break other integrations, you can instantly revoke a single PATH without locking yourself out. While basic authentication with a username and password works, a domain based password has far more exposure than a ClearQuest-specific token.
