The license for IBM Application Modernization Accelerator (AMA) should be included in WebSphere Application Server for z/OS.

Customers plan to migrate traditional WebSphere Application Server for z/OS to Liberty for z/OS.
To support this migration, customers intend to use IBM Bob together with IBM Application Modernization Accelerator (AMA) to generate deployment plans and guide the migration process.
However, the WebSphere Application Server for z/OS license does not include entitlement to use AMA.
IBM documentation states that entitlement to IBM Enterprise Application Runtimes (EAR) or IBM Modernized Runtime Extension for Java (MoRE) is required to use AMA. These offerings are not intended for use in z/OS environments and therefore are not included in the WAS for z/OS license.
As a result, this becomes a significant inhibitor for WAS z/OS customers worldwide who want to leverage Bob and AMA for migration and modernization initiatives.
For these reasons, entitlement to use AMA should be included as part of the WebSphere Application Server for z/OS license.
