IBM Java 8 and above tuning option for PhantomReference processing

Please introduce a tuning option into IBM Java 8 and above that we can use to tune the aggressiveness of how often the JVM marks objects as phantomly reachable. If this is introduced then it could help avoid memory related problems

    The Java specifications with PhantomReference was recently improved according to the following link :

    We have recently improved our implementation of Phantom Reference in Java 8.0.7.20. Memory reclamation of Phantom References is more aggressive, aligned with Weak References.

    We have discussed with Kevin Grigorenko, and have agreed an option similar to -Xsoftrefthreshold is not required anymore.
