Allow RAM repository admin to configure public/private access

A user can access certain pages such as home.faces and the list of communities in RAM without logging in. Since RAM contains intellectual property, it is important that the user not see any information before logging in. All the repository admin to configure whether or not any part of the application is visible publicly or on after login.

    The RFE has been delivered in RAM 7.5.3.2 Release.
    The User Access configuration has been enhanced by introducing a new check box, "Enable access to RAM public pages without logging on." that helps in controlling access restriction to view RAM public pages. By default, the check box is selected. Clearing this check box activates access restriction, where RAM user (s) is required to login to application to view RAM public pages.
