Draft editing for Application- & Generic Processes

Currently only Component Processes have the option to be edited safely using draft versions, as well as have approval processes enabled for them. These options do not exist for Application processes nor Generic processes.

By having the option to enable draft processes for Application- and Generic processes, it significantly increases the security levels of these kinds of processes and allows for more secure testing of changes to these processes. Should for example an Application process require changes, currently those changes need to be implemented to the "promoted" version directly, which could cause problems for other people using the same Application process.

This option should probably be similar to how it is set up for Component Processes, primarily by having it be a switch that can enabled and disabled at a server level.
