Update Jenkins plugin to support Base ClearCase

Update the Jenkins Plugin to support Base ClearCase. We do NOT use UCM since we have designed a frontend to ClearCase that replaces UCM. I'm really shocked that Base ClearCase was not included in the roll out of the Jenkins plugin. It doesn't require a whole lot of effort to add support for Base ClearCase.  I'm baffled that HCL fails to fully support their product.  There is a company wide effort to switch over to GIT and this lack of support by HCL is making it very difficult to defend staying with ClearCase.

    Along with answering the questionnaire attached in the above document, we would also need your inputs on few more questions as belows
    This is in context of what you mentioned , "We do NOT use UCM since we have designed a frontend to ClearCase that replaces UCM"
     

    •    Do you have a replacement for development and integration streams?
       
    •    Do you have a replacement for change sets and activities?
       
    •    Do you have a replacement for baselines?
       
    •    What are your naming conventions?
       
    •    Describe how you generate the config spec for an integration stream
       
    •    Describe how you generate the config spec for a development stream
       
    •    Describe how you generate the config spec for a build view
       
    •    Describe how you generate the config spec for the view used to apply a baseline
       
    •    How do you identify each build and what is the naming convention?
       
    •    Do you label a build before or after or a hybrid?
       
    •    Do you have a jenkins job that labels the vobs in parallel?
       
    •    How do you detect if a stream has changed and needs to be rebuilt?
