cmi_migrate.pl should gracefully handle ClearQuest MultiSite during migration by checking the CQ record mastership.

Migration from the base CC/CQ integration to CMI fails if the site mastering the CQ record to be associated with the migrated task.

Before attempting association:

  1. Check mastership of the CQ record. 
  2. If not mastered by the current site’s provider, and no alternate provider previously provided, query for alternate provider. (From list of found ones? Defining a new provider?)
  3. Call that provider to perform the association.
  4. Remember the provider to use for the remote site.
