Implement lazy loading in the "Public Queries" section if ACLs are enabled

We're facing long login times with our CQ databse.
The root cause is our huge workspace (Public Queries) where ACLs are activated.
(We've figured out with CQ support)
While login, all the folders beneath the Public Queries folder are checked for the ACLs regarding the current user.
As we have thousands of folders, the ACL check takes around 30 seconds.
This leads to very long login times, which are the users complaining about.

A lazy loading, where only the current an the next level are checked, would speed up login times a lot.

So on login time check the Public Query folder and the next level.
Click on a folder on level 1 will check the ACLs on Level 2 ...

    After reviewing this request, we decide it should be a defect about large workspace with ACLs enabled is not working well. Please open an APAR accordingly.
