If floating licenses are all in use, allow users with Authorized User license to use an available Authorized User license

If all IBM Rational Asset Manager (RAM) floating licenses are consumed, but an Authorized User (AU) license is still available, then a RAM user with an AU license should be allowed to obtain the AU license directly.
