Add ICSF Use Count to SMF 123 records

Add the ICSF use count (ICSF*CRYPTO*INSTRUCTONS*COUNT) to the SMF123 records for z/OS Connect EE API counts.  This is important to track the impact of requestor configurations like "idletimeout" values on the number of calls to the ICSF service when creating SSL/TLS connections.  Incorrect configurations can create significant traffic to ICSF and the SSL certificate service.  The only known method to track this is on the type 30 records at the liberty server level - not at API level.  Access to statistics related to a single API would significantly improve issue analysis and source identification.

    Thank you for the suggestion. Looking at it with respect to our total backlog of requests we do not see sufficient interest in this enhancement to merit delivery any time in the foreseeable future. Given the unlikelihood that we would deliver this, we are declining the request rather than leaving it in an uncommitted state for an extended period of time.
