Environment Properties should override Environment Template Properties

I don't know if this is the intended behavior, defect or user error. 

I have an Application Template.  Within the Application Template are Environment Templates.  Within the Environment Templates there are properties defined.  

I would like to be able to override those at the concrete Environment level.

So, I create an application from my template. It creates me a concrete environment based on the template. And there I want to change the "default" value of a property as defined in the Environment Template by adding the property on the concrete Environment.

Currently, the deployment process resolves the property to that defined on the Template.
