Ability to create Snapshot without environment via Jenkins UCD plugin

We want to create a snapshot that only includes the components we are deploying, we don't want to include the components which are already deployed in the environment. Its helpful since now developers has to manually remove the unwanted components from the snapshot before it can promote it to other environments.

    PMR - TS016647267 - jenkins-pipeline-ucd-plugin is creating snapshot from environment instead of the deployed components version only, was created for the similar request.(for context)
