REST API support for "Forget Agent Certificate" in UCD

There is an existing API in the UCD UI that offers the ‘Forget Agent Certificate’ option for agents. We want this API to be part of the list of supported APIs so that we can utilize it and raise a product case if any issues arise. This feature is crucial because we are planning to rotate the agent keystores, and our environment supports over 20,000 agents.
