Use systemd to run UCD deployserver and agentrelay as a service in Linux servers

See this idea on ideas.ibm.com

We have been using init.d to run our UCD deployservers and agentrelay as service in our Linux servers, but systemd could be used as an alternative of init.d because it is a backward compatibility for RHEL 7 or above servers.
