Only Modify/Create Snapshot during deployment from Jenkins pipeline using plugin

Deployment to the production environment requires manual approval in our organization. Due to the pipeline syntax for UCD deployment, it is not possible to simply generate or alter the snapshot but must instead deploy the artifact during the deployment stage. This prevents users from utilizing Snapshots with IBM Velocity. It is not possible to update a snapshot while waiting for a manual deployment since artifacts are tracked for UCV based on snapshots. This is preventing us from connecting the production dot on VSM. Therefore, we ask that only Modify/Create Snapshot be permitted in the pipeline syntax during the deploy stage.
