New functionality to Restore a Backup to Dataset

The existing zOS Utilities step “Rollback Dataset Step” is capable to restore the previous version from a (automatically created) backup file.

There is a rare case, that a single file from a deployment would need to be restored - in this scenario the existing rollback dataset step cannot be used.

It would be good for this exceptional case, that the a new step would be available to Restore a Backup to Dataset to a user defined target dataset (similar to a pds mapping). To avoid jeopardising the inventory, it would allow the  process to create a new component version, which can be deployed to the required target environment.
