Add Sync functionality for Download step in Artifactory plugin.

Download files from CodeStation has the option of Sync and Clean & Sync. The Artifactory plugin doesn't even have a basic file check to see if the files need downloading, they get downloaded whether they changed or not. The Artifactory download should behave the same basic sync and sync & clean options as the CodeStation download. The ability to sync is basic functionality for UrbanCode Deploy. It should be available in any IBM created and supported download plugins. There use cases associated with Artifactory that make it the preferred choice of a repository over CodeStation. If IBM is going to support that, it would be optimal to make the Artifactory plugin a first class citizen.

    Not sure if the REST interface of Artifactory provides the capability to check. Do not think that we will use the Artifactory CLI.
