Declarative onboard of resources and applications

Currently the way to automate resource, component and application onboard is by using the REST API or CLI, what it's cumbersome. The idea is to use a declarative approach to facilitate this task. A customer could use a yaml file with a predefined structure to declare its resource (sub)tree, components or applications that a new load tool could use as input. It would be fine to be able to declare components individually (and then reference them in the application yaml files) or inside the definition of the application (for use cases where the component is used only in one app).
