Improve SystemD Integration

When a WebSphere Traditional service such as a node agent running as a SystemD service is restarted or stopped through the admin console, SystemD is not leveraged in this process meaning when the original node agent process is stopped, SystemD considers the service to have crashed and will mark it as failed. This means that ultimately, the node agent cannot be restarted or stopped through the admin console if one wishes to retain the benefits of having it running as a SystemD service. This behavior is mentioned in the following support page https://www.ibm.com/support/pages/node/6421473.
