Currently a user must have the operator and configurator roles at cell level, in order to be allowed to use the rollout function in the last deployment step in the admin console. I.E. you have to give far too high permissions in a cell with several applications and resources.
Suggestion:
Giving a user the monitor role at cell level, and an "Administrative Authorization Group" e.g. called FGS_MYAPP.administrator, assigned to the cluster AND the application should be enough.
If this cannot be arranged, you should at least hidden the rollout link for users that cannot use it!

The requirement does have merit, but looking at it with respect to our total backlog of requests we do not see sufficient interest in this enhancement to merit delivery any time in the foreseeable future. Given the unlikelihood that we would deliver this, we are declining the request rather than leaving it in an uncommitted state for an extended period of time.
