Allow encoded password on securityUtility createSSLCertificate

The securityUtility createSSLCertificate command requires a password that can only be in plain text. We'd like the ability to specify a password that is already encoded by the securityUtility encode command -- similar to the way in which encoded passwords can be specified in server.xml.
