The metrics endpoint should report basic status information about the cell, applications and JVMs similarly to what is shown in the dmgr

As a WAS admin using prometheus for JVM monitoring, I'd like an exposed GAUGE metric that tells me the status of various things from the Deployment Manager perspective: - List the Deployment Manager Cell info, Node info, WAS version. - List all the JVMs, their Node, Host Name, WAS version, Cluster name and if they are running. - List all the installed Apps, which JVMs / Clusters they are deployed to and if they are running. This would be incredibly helpful when displaying a table status or configuring alertmanager to look for application.running or jvm.running == 0. Being able to easily display WAS versions in real-time for each JVM would be helpful especially in a mixed cell.
