manually update the configuration of a running Liberty

Provide a way to manually update the configuration of a running Liberty server when dynamic configuration updates have been disabled.
For example, an mBean limited to role 'Administrator' and a REST API to drive a configuration refresh.
For Liberty z/OS a modify command like F ,REFRESH would be a useful additional feature.
It would also be nice if a configuration refresh could be initiated from the Admin Center by clicking on a server in 'Explore' and choosing a 'Refresh' option.

    There is an mbean that can be used to drive configuration updates in Liberty. Set the server.xml configuration as follows:

    This RFE will remain to address the second requirement: to make it easier to prompt the server to reprocess the configuration, using something similar to the suggestion here (using the z.OS modify command), or a command-line utility, for example.
