Examine X-Forwarded-Proto header in Liberty to support SSL termination at router

Applications in Liberty that require a secure connection, which include the product apps RESTConnector and apiDiscovery, cannot be accessed in environments where SSL termination is performed at the router but private WebSphere headers can't be set by that router. Such environments include Pivotal Cloud Foundry and OpenShift. Liberty currently supports SSL termination by a proxy/router only through use of the private WebSphere headers like $WSIS. In order to support more environments, it should also look for the de-facto standard header X-Forwarded-Proto.
