Provide a stop/resume command for persistent timer execution in WLP
In Liberty Persistent Timer execution can be started/stopped by changing the server.xml enableTaskExecution attribute to true/false. This requires a reload of the configuration (which by default is automatic, but can be configured to mbean or disabled).
For other components (e.g. ActivationSpecs) the approach is different. For those components Liberty provides a "pause/resume" option on the server command.
The latter approach is much more consumable for customers running production workload (because it does not require editing configuration files)
