API to get the connection to the JobRepository

The current implementation of the JSR-352 (Java Batch) in WebSphere Liberty Profile requires to have both a connection to the JobRepository and to the business data for chunk processing. As a consequence the system always needs a global transaction to perform a 2-phase commit over the two connections. In a cloud environment we cannot support global transactions because we cannot deal with open transactions when a server crashes:
1. Cumbersome to handle transaction logs because they need to be stored on a shared and persistent file system
2. The cloud infrastructure will typically not restart a crashed server but spin up a new instance. This doesn't allow to read the previous transaction log.
We therefore need an API that allows us to get the connection with which the batch container will persist checkpoints in the context of the running job execution and use it to access the business data.
