Separate logging settings for scheduled tests in RTCP/RTVS

Currently there is no option to independently change the logging configuration of scheduled tests (also see PMR). Logging can be turned on or off, but if turned off all logging of stubs will also be turned off.

When starting stubs in RTCP you have the options to change the loglevel. It would be nice if something similar is possible for scheduled tests and/or a separate option to set loglevel for scheduled tests in RTVS (Agent.properties and logging.properties).
