The functionality requested is currently possible by
1. Adding the same user to all the required projects
2. Creating an offline token for that user and using it for all the intended projects
On another hand, when executing from RTAS, all resource monitoring settings can be overridden and validated at execution time
We are also looking at sharing resource monitoring configuration across projects in a different way in an upcoming release
