RIT Agent should have a script for stopping it

So far up to RIT Agent version 11.0.1, it hasn't a script for shutting it down, so whenever a user wants to stop RIT Agent, process killing is the only way. A dirty process killing may leave RIT Agent, Engines and KairosDB in a bad status so potentially damage their information integrations.

RIT Agent should have a decent way to stop.
