Deliver signed eclipse.exe with Rational test tool packages

Security policies on government provided laptops allow only approved applications to be run elevated. The eclipse.exe delivered and installed as part RPT is unsigned. Every time a new, unsigned version of eclipse.exe is included in a tool upgrade, a new approval is needed, extending the time to complete the upgrade.

If the delivered eclipse.exe was digitally signed by eclipse.org, global approval could be granted once with no need to be repeated as versions are upgraded.
