Change Very Slow to get Started

When starting up Change (i.e. csctl.sh start), the tool will not show any signs of life until it has at least one session from all its databases running. If a database is locked or shutdown then that means Change won't ever come up. Also, if you are silly enough to put a typo in your database path or name when associating the database to a change port then the whole system will bog down to a total crawl. Change needs to be enhanced for these bugs. First of all, Change should minimize the wait for the login screen. If a database is not available when a user tries to connect then just let them know. Also, the admin interface should be provided right away too. Finally, if the database is mis-typed, Change shouldn't be using all the
