Enable server side group caching/lookup on Windows.

In environments where users are members of large numbers of groups, including VOB-specific groups, any groups that aren't visible to ClearCase cannot be used for accessing VOB elements. This, unfortunately, includes performing operations like viewing activity changesets from the ClearQuest web interface UCM tab. "Unknown version" messages appear instead of the version information if the group controlling access to the elements is not among the first 32 visible groups.

The CLEARCASE_GROUPS / CLEARCASE_PRIMARY_GROUP environment variables and their matching CTE preferences are not available in this case.

This issue also impacts use of custom CMAPI applications for process automation as the process to pass the equivalent of the group list preferences is difficult to set up that no successful customer implementation exists.

    The ability exists on Unix, this is a request to at least attempt to enable the same capability on Windows server hosts.
