Support custom Eclipse options in ClearCase help browser spawned by cleartool man or the "online help" option on Windows.

In the current releases, cleartool man on windows spawns CTE... If the host is impacted by Eclipse issue https://github.com/eclipse-platform/eclipse.platform.ui/issues/1704 The help pages will not display correctly, possibly losing the table of contents on the left and/or other SWT widgets. 
 

If help is spawned from ClearTeam explorer, adding the 2 below lines to the eclipse.ini file will work around the issue (at the expense of causing rendering problems for the CTE welcome page:

-vmargs
-Dorg.eclipse.swt.browser.DefaultType=edge

 

Unfortunately, the help browser started from the cleartool man command or the Online Help start menu item bypasses the -vmargs option in the eclipse.ini fle by manually specifying -vmargs on the Eclipse command line. For example:

"C:\Program Files\IBM\RationalSDLC\clearcase\bin\..\RemoteClient\eclipse.exe" -vm "C:\Program Files\Eclipse Adoptium\jdk-11.0.27.6-hotspot\bin\javaw.exe" -nosplash -application org.eclipse.help.base.helpApplication -data C:\Users\thisuser\.cc_help -vmargs -Dserver_host=localhost

 

The "-vmargs" option on the Eclipse command line causes the options in the eclipse.ini file to be ignored in favor of the options on the command line. Thus disabling the workaround.

While this can be worked around by setting the JAVA_TOOL_OPTIONS environment variable to "-Dorg.eclipse.swt.browser.DefaultType=edge", that impacts all future java startups, which may not be desired behavior.
