Enhancement request regarding auto-generation of web service client source code by Rational Application Developer

Rational Application Developer(RAD) v9.x generates java source files for web service client with UTF-8 encode, the customer is using RAD from v8.x, which creates java source codes with the default encode in the platform (SJIS for the customer).
The specification change is for PK71750(http://www.ibm.com/support/docview.wss?uid=swg1PK71750).
But it forces developers in the customer change the procedure. The developer need to convert the encode of the generated codes.
The customer is saying they cannot accept the change in the specification and they request for the enhancement so that they can generate source code for web service client similarly as they did with RAD v8.x.
