Web Servive generation tool doesn't pass the enitre Java build path to WAS and thus failed to generate

The web service generation tool doesn't send everything in the Java build path to WAS when generating the web service. While this should be considered as a bug, you team consider this as GOOD FEATURE and doesn't want to address it as a APAR. THIS NEED TO BE FIXED.
