To make existing users read-only in RAM

Per case#TS005666416
We have a requirement from business to make a list of users read-only to restrict them to make any changes to their assets.
Let me know if there is any way to make users read-only in the RAM system.

Read-only means for the scenario is all the users with this role can only be able to see/search/download asset.
No changes can be made by them no matter if they are approver, reviewer or asset owner.
