Improve Aurora viz component performance when doing refactor in RAD

This RFE is about low performance when doing refactor in RAD, after analyzed RAD refactor profiling snapshop, RAD performance devloper indicated that this is cause by com.ibm.xtools.viz.ui.bootstrap.internal.refactoring.PackageRenameParticipant$1.run in RAD viz component, it is performing file I/O which is a slow operation, and seems it hang on the UI thread.
